Qualifications and Experience:
Tom Allen received his Bachelor of Science degree in Entomology from the University of Maine. He then went on to earn a Master of Science degree in Wildlife Management after completing three years of radio telemetry research on the movements and habitat utilization of white-tailed deer. Following a short period of work with the Maine Division of Fish and Game on moose research, Tom began a 32-year career in wildlife research as Big Game Project leader for the West Virginia Division of Natural Resources.
Tom’s experience with the handling and study of a diversity of wildlife species and habitats reaches back through his 40 years as a wildlife biologist. His work has involved research in species survival, production, movements, and habitat utilization, and much of his research has centered around the use of radio telemetry as a tool to study animals and birds. Over the years, Tom has accomplished a number of successful relocation projects and introductions into new habitats. His knowledge and study of plant communities have been an important part of the success of his research endeavors. The use of remote sensing has resulted in an increased knowledge and understanding of wildlife species population dynamics in the field of wildlife management. Tom’s most recent studies have involved the survival, dispersal, and nesting success of burrowing owls in Cape Coral for the Florida Fish and Wildlife Conservation Commission. This research, combined with his extensive butterfly work, has garnered Tom a very broad working knowledge of various habitat types and plant communities in this region.

Permitting:
Most development projects in the state of Florida require some level of permitting. Thomas J. Allen Wildlife Enterprises can assist you with your permitting requirements.
Burrowing Owls:
Having completed three years of research on the Florida burrowing owl for the Florida Fish and Wildlife Conservation Commission, Tom is very familiar with the habitat requirements and the policies that apply to this “Species of Special Concern.” At development locations Tom will conduct an onsite survey and make recommendations as to owl status and potential need for burrow removal. If possible, and with the landowner’s permission, Tom will put in a replacement burrow away from the job site. Thomas J. Allen Wildlife Enterprises will handle any and all necessary permit applications to the city and state and will complete any required removals.
Gopher Tortoises:
Beginning June 9, 2008, the state of Florida may require any person or persons involved with the handling, removal, and relocation of gopher tortoises, now a threatened species, to be certified by the Gopher Tortoise Conservation Initiative short course on the planning and management of tortoise relocation sites, conducted by the Ashton Biodiversity Research and Preservation Institute near Gainesville, Florida. Tom Allen attended and completed this course in April of 2008. The removal and relocation of gopher tortoises requires a degree of knowledge about the species in its need for the proper habitat and available foods. Gopher tortoise relocation requires a state permit. Tom will conduct the necessary surveys to determine population densities and locate offsite relocation areas for transfer of tortoises, if necessary. He will also apply for the necessary state permits to prepare a site for the relocation of tortoises, and will actually handle the burrow take and relocation of individual animals. Alternatively, Thomas J. Allen Wildlife Enterprises will subcontract with other consulting firms to assist with gopher tortoise projects, habitat surveys, and research.
Other Wildlife:
Tom’s broad knowledge and extensive experience with a diversity of wildlife amply qualify him to conduct surveys and/or research on most species, including habitat analyses and environmental assessments. Tom will also provide data analyses and written reports as desired.
Plant and Vegetation Surveys:
Thomas J. Allen Wildlife Enterprises will conduct plant or vegetation surveys for environmental assessments where needed for construction, mitigation, or preservation of sites in the Lee, Charlotte, or Collier County regions.
Butterfly Gardening and Programs:
Tom Allen is a nationally recognized authority on butterflies and butterfly gardening. He has authored two popular field guides about butterflies, and is presently the leading expert on butterflies for Birds & Blooms magazine. Butterfly gardens designed by Tom Allen are featured in national magazines, such as Birds & Blooms Extra (October 2007) and Gardening for Birds and Butterflies (April 2008). Homeowners and organizations, schools, and other public entities have called on Tom to assist in establishing a butterfly habitat on their grounds. Tom will personally design as well as assist with the construction of your butterfly garden. Contact him to discuss your specific needs and timeline.
